Introduction
To thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peaking and carbon neutrality, and to advance carbon peaking actions in a pragmatic manner, the State Council issued the Action Plan for Carbon Dioxide Peaking Before 2030 in October 2021. The Plan calls for improving economic policies and bolstering carbon peaking efforts, setting out three key requirements: establishing a carbon taxation mechanism conducive to green and low-carbon development, refining green pricing policy for electricity, and improving the evaluation mechanism for green finance. Guided by the Action Plan, this book focuses on carbon tax policies, electricity pricing policy, and green finance policy, to discuss carbon peak economic policies and their implementation in China. It aims to serve as an essential technical reference for promoting carbon peaking and to showcase China’s practices, approaches, and experiences in translating carbon commitments into operational reality.
